Quantification: A critical step to assuring product availability


Quantification is a vital supply chain function. It is the process of estimating the quantities and costs of the products required for a specific health program (or service) and determining when the products should be delivered. The purpose of quantification is to mobilize sufficient financing to procure and maintain an uninterrupted supply of health commodities to meet client needs. Quantification is made up of two major steps; forecasting and supply planning.

Forecasting is the process of estimating the quantities of products that will be dispensed or used.

Supply planning
involves determining how much product is required to fill the supply pipeline, when the quantities need to arrive, and how much they will cost.

Quantification of Health Commodities: A Guide to Forecasting and Supply Planning for Procurement, released in 2017, can assist program managers, supply chain managers, procurement officers, technical advisors, and service providers with a systematic, step-by-step approach to quantification of health commodity requirements and costs. It is an update of the guide developed by JSI under the USAID | DELIVER PROJECT and previous USAID supply chain projects, incorporating 30 years of experience.

JSI collaborates with partners in ministries of health, nongovernmental organizations (NGOs), social marketing organizations, private companies, donors, and suppliers, to better align supply and demand and to ensure uninterrupted access to health commodities for patients and clients.

Countries that prepare consensus forecasts annually, monitor supply pipelines, and regularly update supply plans in a collaborative manner enjoy greater insight into demand and are less likely to experience disruptions in the supply chain.
