Tuberculosis Implementation Framework Agreement (TIFA)

JSI Research & Training Institute, Inc., with partner Open Development, implements the United States Agency for International Development (USAID)-funded Tuberculosis Implementation Framework Agreement (TIFA) Project (2019-2027), with National TB Programs in 23 priority countries around the globe. Fighting TB is a top priority for the U.S. Government. As a part of USAID’s Global Accelerator to End TB, TIFA increases country ownership and accountability to accelerate countries’ progress toward TB eradication. 

TIFA and National TB Programs—or other local entities, when requested by USAID—develop and negotiate fixed amount awards, known as TB commitment grants (TCGs), contracts, or other awards. TIFA uses an efficient phased approach with country partners to develop grants. National TB Programs and USAID identify country priorities; TIFA then works closely with them through a grant co-design process. TB commitment grants are implemented by National TB Programs—or other local entities, when requested by USAID—completed milestones are submitted to and verified by USAID and TIFA.  TB commitment grants provide capacity strengthening opportunities for National TB Programs to manage their national response.

Grantees use TIFA funding to implement the National Strategic Plans in their country, and reinforce the National TB Program's leadership. Subawards support country efforts in areas such as improving TB contact investigation, enhancing pediatric TB screening and treatment, and strengthening national coordination and research. By supporting locally-led programs and catalytic investments, TIFA acknowledges the commitment, skill, and experience of NTPs and local organizations. TIFA’s design promotes learning, adaptation, innovation, and accountability to build more resilient TB programs.
