JSI assists states, communities and service systems to promote early identification of substance misuse problems and to increase access to effective substance use disorder treatment and recovery supports. JSI’s work includes overdose prevention initiatives and learning communities for providers and practices expanding SBIRT and integrated Medication Assisted Treatment.

NEW ENGLANDCustomer Satisfaction Surveys. JSI promotes high-quality care by working with state agencies and provider systems to collect feedback from consumers to assure quality and retention in services. In Massachusetts, JSI is implementing a survey of the quality of care in state-funded substance abuse centers for the state Bureau of Substance Abuse Services. Since the initiative began in 2013, more than 11,000 clients of various substance use disorder treatment facilities have been surveyed. JSI is conducting a similar survey in New Hampshire.

Drug Court Evaluation. JSI has been conducting evaluations of drug courts in multiple New England counties for over 10 years and provides technical assistance and evaluation services to the juvenile court diversion network in New Hampshire. Targeted substance(s): Alcohol, Opioids and Other Drugs

JSI is the evaluator for two recovery-related initiatives funded by the MA Bureau of Substance Abuse Services. Recovery Coaches in Emergency Room settings is a multi-year study of the impact of having recovery coaches available to ER staff and patients who visit the ER for an alcohol or drug-related health emergency. JSI has developed data collection tools and meet regularly with recovery coaches and 11 hospitals to monitor the pilot implementation and evaluation activities. JSI is also evaluating the efficacy of naloxone education and distribution in emergency rooms.

JSI is also supporting evaluation of a program at Boston Children’s Hospital to support early screening and treatment of youth with addiction in Massachusetts, funded by the Blue Cross Blue Shield Foundation of Massachusetts. JSI also served as the evaluator of a community re-entry and outpatient SUD/COD treatment project (funded by SAMHSA/CSAT) for adult women released from incarceration. JSI is conducting a statewide evaluation of residential substance use disorder treatment in Colorado for the Office of Behavioral Health using a mixed-methods approach, incorporating quantitative data from claims databases as well as qualitative data, such as key informant interviews. Billing and payment structures will also be analyzed, including Medicaid reimbursement and other state funding processes, to assess gaps in payment and determine the cost-effectiveness of residential treatment in Colorado in comparison to other Western states.

Through the Rhode Island Prevention Resource Center, JSI supports peer recovery specialists through a learning community, training and technical assistance. JSI also developed and published a study guide to support credentialing of peer recovery workers. The Medication Assisted Treatment (MAT) Community of Practice is a JSI-facilitated initiative within the New Hampshire Center for Excellence project. JSI fosters a learning community with experts from the field of addiction medicine and primary care to offer training, professional mentoring, and information sharing to increase access to MAT. JSI produced a guidance document to support practitioners in expanding MAT in primary care and mental health practices.

JSI also conducted a comprehensive assessment of substance use disorder and mental health service capacity in the state. The outcome of the assessment informed the state’s Medicaid Expansion and Demonstration as well as JSI’s development of the NH Alcohol and Drug Treatment Locator, a GIS-based website directory for locating alcohol and drug treatment service providers in NH who offer evaluations, withdrawal management, outpatient counseling, residential treatment, recovery supports, and other services.

JSI also serves on a state perinatal exposure task force and facilitated focus groups to learn from pregnant women and new mothers about their experiences with receiving substance use disorder treatment and prenatal care. The data informed the task force of challenges and areas of improvement in prenatal and maternal care for women with substance use disorders.

JSI helped the Portland Community Health Center implement a grant from HRSA to provide treatment for those with opioid and other substance use disorders. The grant enables the center to expand its substance use disorder services to meet growing demand due to increases in opiate use, declining services in the community, and a growing uninsured adult population. Targeted substance(s): Opioids and Other Drugs
