The landscape of health reform is having—and will continue to have—a large impact on healthcare services financing, organization, and delivery, especially for historically underserved communities. The Affordable Care Act has expanded the role of community health centers (CHCs), expanded public programs, such as Medi-Cal, and introduced insurance exchanges to facilitate the purchase of health insurance.

In preparation for this changing landscape, in 2012, Sierra Health Foundation and the Sacramento Region Health Care Partnership conducted a market analysis of the Sacramento region primary care safety net. A three-year, $3 million initiative that built on the recommendations from the 2012 study and an associated strategic plan followed.

Much has changed since 2012 both nationally and in California. To gain insight into the current landscape in the Sacramento region, Sierra Health Foundation has partnered with John Snow, Inc., to conduct a market analysis of the safety-net landscape in Sacramento, El Dorado, Yolo and Placer counties. JSI will compile and analyze updated data on topics such as insurance coverage, health equity, primary care access and hospital utilization, building upon the 2012 market analysis. In addition, JSI will pursue and synthesize new sources of data, such as Medi-Cal enrollment and hospital data, to provide further insight into the status of the region today and to identify key gaps and opportunities for further investment and partnership in the region.
