The California Primary Care Association (CPCA) has recognized that if federally qualified health centers (FQHCs) are strategically going to work towards Triple Aim goals of improved patient care, improved health, and improved cost effectiveness, one first step is to understand FQHC patients’ total system utilization and associated costs.
JSI conducted an analysis of the value of FQHCs using two recent years (Oct 2009-Sept 2011) of Medi-Cal claims from Partnership HealthPlan of California (PHC) to compare the high value cost metrics (such as hospital admissions, emergency room visits, and hospital bed stays) as well the total cost of care of patients who used FQHCs as their primary source of care versus those who did not. The study findings, which can be found at CPA's website, show that FQHC patients incur fewer high-value medical costs and have lower total costs of care.
