SUMMARY

Health management information systems and monitoring and evaluation (HMIS/M&E) are pivotal components of the Health Sector Transformation Plan (HSTP) of Ethiopia's Federal Ministry of Health (FMOH). Among the transformation agendas in the plan, Information Revolution gives paramount importance to maximizing the availability, accessibility, quality, and use of health information for informed decision-making at all levels of the health system.

JSI Research & Training Institute, Inc. (JSI) provided technical assistance to the reformed HMIS in 2006–2007, with guiding principles of standardization, integration, and simplification. HMIS Scale-Up Project implementation began in September 2009, by:

  • Establishing a sustainable health information system in SNNP and Oromia regions and contributing to increased use of high-quality health services.
  • Helping the FMOH coordinate the multi-partner scaling up of the HMIS/M&E.
  • Providing technical support to the Federal HIV/AIDS Prevention and Control Office in the implementation of both a paper-based and an electronic multi-sectoral response information system (MRIS).
