SUMMARY

In April 2019, TACHC engaged JSI Research & Training Institute Inc. (JSI) to conduct a retrospective evaluation of their Optimizing Comprehensive Clinical Care (OC3) program, which focuses on improving the access, efficiency, and clinical outcomes of participating community health centers (CHCs) in Texas through one-on-one coaching, learning collaboratives, and group training.

JSI utilized a mixed methods approach to the evaluation, gathering and analyzing both quantitative and qualitative data sources. Quantitative data sources included the Uniform Data System (UDS) financial and clinical data measures, self-reported access, and efficiency measures. Qualitative data was compiled and analyzed from CHC monthly reports and storyboards (when available) and key informant interviews (KIIs). In addition, JSI conducted an in-depth literature review and tapped into its internal expertise to develop recommendations on changes to the design and delivery of the OC3 program.
