SUMMARY

As part of the USAID’s Global Accelerator to End TB Plus, JSI Research & Training Institute, Inc., with partner Open Development, implements the USAID-funded Tuberculosis Implementation Framework Agreement (TIFA) project (2019-2027). TIFA works with national tuberculosis (TB) programs and other local entities—as requested by USAID—in up to 24 priority countries worldwide to develop and negotiate TB commitment grants (TCGs), contracts, or other awards that provide capacity strengthening opportunities for National TB Programs to manage their national response, thereby accelerating progress toward TB elimination.

TIFA works with country partners using a phased approach. National TB programs and USAID identify country priorities, and TIFA then works with them to develop the grants through an inclusive co-design process. Grantees submit milestone deliverables to USAID and TIFA for verification, providing transparency and accountability during the implementation phase. The grants support the implementation of national strategic plans and strengthen national coordination and research, reinforcing the leadership of national TB programs and leveraging local expertise and initiatives.

By supporting locally-led programs and catalytic investments, TIFA acknowledges the capabilities of governments and their TB partners to effectively identify needs, manage funding, and implement their programming to improve TB care and treatment in their countries. TIFA’s design promotes learning, adaptation, innovation, and accountability to build more resilient TB programs.
