JSI was contracted by the City of Dover, New Hampshire to provide evaluation services for the One Voice Youth Empowerment Model (One Voice). One Voice is based on the Knowledge / Skills / Action model of youth empowerment developed over the past 15 years developed by Dover Youth to Youth (Y2Y). Participating students are rigorously trained in public speaking, media development, and other skills needed to be community advocates.

The primary goal of this contract was to expand and enhance the strategies used by Y2Y to evaluate One Voice in order to help demonstrate effectiveness of the model in preparation for petitioning for inclusion in the New Hampshire and National Registries of Evidence-based Program and Practices (NREPP). As part of this process, CHI developed survey tools to provide a comprehensive process, fidelity and outcome evaluation with the long-term goal of broader replication of this promising youth empowerment model.

The evaluation of One Voice was completed in 2013 and demonstrated significant positive change in short-term and intermediate outcomes, including improved presentation skills, understanding of negative consequences of use, knowledge about legislative process and how to influence policy change in the community. In June 2013, One Voice was recognized as evidence-based by the NH State Review Committee.
