The federal Maternal and Child Health Bureau (MCHB) was responsible for implementing Healthy People 2010 objectives related to children with special health care needs. One of their goals was to ensure that children with special health care needs have access to adequate health insurance. Several states were selected to demonstrate models that provide insurance coverage to these children and their families. JSI assisted the states and MCHB to implement their programs through targeted interventions, development of resources and guides, and dissemination of best practices and lessons learned.
