The Vermont Department for Children and Families, Economic Services Division contracted with JSI to evaluate nine of Vermont's TANF-funded programs over a 3-1/2 year period. The evaluation examined state TANF recipient rates, recipient outcomes, and the degree to which the state is adhering to federal requirements and is audit-ready.

The evaluation methodology included a review of the literature and secondary source materials; an inventory of program services and other comparative programs; analysis of TANF recipient data; chart reviews; focus groups with current and past program participants; and key informant interviews.

A final report was produced addressing: program impact and participant outcomes; cost/benefit; and, recommendations for program restructuring and ongoing monitoring.
