NuPITA - Building NGO Capacity to Implement High-Quality Programs Using the Technical Organizational Capacity Assessment (TOCA) Tool
The NuPITA project build both organizational management capacity as well as technical capacity to deliver HIV services. This document provides an overview of the Technical and Organizational Capacity Assessment (TOCA) tool, which presented standardized criteria to assess an organization’s technical capacity to implement quality programs in five HIV and AIDS services areas: orphans and vulnerable children, counseling and testing, prevention of mother-to-child transmission, care and support, and prevention. The tools are used to identify NGO program components that work well and those that may need strengthening.
