The GAVI Alliance supports 72 low-income countries to introduce new vaccines, strengthen health systems, and conduct campaigns against measles, rubella, yellow fever and meningitis. Procurement of new vaccines represents over 90% of GAVI support to countries. The GAVI Secretariat receives new vaccines proposals from countries and empanels an Independent Review Committee (IRC) to assess those proposals before presenting recommendations to the GAVI Board for final funding approval. Before review by its IRC, the GAVI Secretariat engaged JSI Research & Training Institute, Inc. to conduct a pre-assessment of each country new vaccine introduction proposal to determine internal consistency, completeness, adherence to GAVI grant requirements. JSI pre-assessed 27 applications from 21 countries.

GAVI turned to JSI for this contract in recognition of JSI's technical role assisting many GAVI-eligible countries, primarily in Africa, to apply to GAVI for new vaccines and to prepare for smooth introduction of those vaccines. To avoid conflict of interest, JSI recused itself from pre-assessing country proposals from those countries where JSI has been providing technical assistance related to new vaccine introduction.
