Description

The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector and non-governmental organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.
In addition, PFSCM implements other supply chain management projects with other client/donors including the Malaria Consortium and several developing country governments.

RESPONSIBILITIES

The business analyst (BA) / scrum master (SM) is expected to play both roles in product development. The BA/SM works with various stakeholders, business/product owners and technical staff on product development. The BA/SM is expected to make sound decisions with minimal supervision while working multiple products and systems simultaneously.
The BA/SM is responsible for the evaluation of current systems, including: gathering new requirements, analyzing impacts on existing systems, documenting, mapping, and testing systems in addition to coordinating support with the Management Information System (MIS) Unit. The BA/SM efforts also include working with various business units to ensure that existing systems meet the functionality required. The BA/SM supports the analysis, planning, and implementation of business process improvements and supporting the resolution of day-to-day user operational issues.
SPECIFIC RESPONSIBILITIES:
  • Find methods to effectively manage the product backlog to ensure there is a consistent flow of work to the development teams that aligns with company priorities; assist with prioritizing new requests and support tickets, and with release planning and deployment communication.
  • Gather and understand requirements; work with clients, users, business/product owners & SMEs to understand the goal and be able to translate and breakdown requests into user stories; authoring additional requirements artifacts and project documentation as needed.
  • Work closely with the development team to ensure clear understanding of requirements and the technical vision.
  • Proactively work to identify, communicate, and resolve project issues and risks that interfere with the success of a project; problem-solve.
  • Obtain and maintain a working knowledge of the systems, applications, clients, users, and interfaces; understand key business drivers and needs of customers.
  • Schedule/lead typical scrum events/ceremonies; maintain burn-downs, key metrics and other Product Development/Scrum Team duties as assigned.
  • Manage and provide post–implementation support to users on their day to day operational issues on the ERP solution.
  • Solution design/mapping and support to change requests (including requirements gathering, feasibility study & mapping, testing and support of user acceptance).
  • Work with the PMO-U.S. based MIS team to coordinate priorities and establish work plans.
  • Create specifications and test cases and facilitate acceptance of the new approved requirements changes.
  • Write or support the writing of updated training materials.
  • Facilitate and plan change request process, including authoring, prioritizing, tracking, and evaluating new requirements.
  • Develop documentation and provide training to users on new & updated functionality.

QUALIFICATIONS

  • Bachelor’s degree in Information Systems.
  • 5+ years’ operational experience in working with information technology (IT) project teams involved in detailed requirements gathering, documentation, system mapping, and testing.
  • 3+ years solid BA experience including waterfall and agile (Senior BA preferred).
  • 2+ years working hands-on in an agile/scrum framework as Scrum Master (CSM preferred).
  • Experience working in a distributed workforce and supporting clients/partners in other countries/time zones with the ability to deliver on commitments in a timely manner and within quality standards.
  • Experience in IT systems in support of logistics, warehousing, procurement or other aspects of supply chain management using ERP systems.
  • Strong inter-personal skills and comfort interacting with all levels of leadership.
  • Demonstrated proactive project management skills.
  • Strong written and verbal communication with experience in both client facing and internal roles.
  • Ability to translate technical products or situations into concise, user-focused communication. Excellent facilitation and presentation skills.
  • Strong sense of ownership, accountability.
  • Exceptional organizational and time management skills; ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work.
  • Proficiency with Microsoft Office, Confluence, and JIRA.
  • Willingness and availability to travel, and perform other duties as needed.
  • Must be eligible to work in the Netherlands.
