Achieving Public Health Impact through Research (APHITR) IDIQ

Available To: Centers for Disease Control and Prevention

This IDIQ provides services related to high-impact public health activities through research, policy assessments, studies, demonstration projects, consultation, technical assistance, and related support activities. High-impact public health refers to the measured effect that an activity or intervention has on reducing the public health burden of a highly prevalent, high-cost disease or condition and, by reducing the burden, has the potential to improve population health on a large scale.

The IDIQ is designed to support CDC’s Winnable Battles, which were selected based on the magnitude of the health problem and CDC’s ability to make significant progress in improving outcomes in a short period of time. Current U.S. and global priorities include: tobacco, obesity, nutrition, physical activity and food safety, HIV, healthcare-associated infections, motor vehicle injuries, teen pregnancy, and global winnable battles include mother-to-child HIV transmission and congenital syphilis, immunizations and polio eradication, lymphatic filariasis, and motor vehicle injury.

Achieving Public Health Impact through Policy: Analysis, Engagement, and Dissemination: Domain 2: Stakeholder Engagement, Assessment, and Analysis

This vehicle is designed to provide services and develop products that are focused on using scientific and program expertise to advance policy change that promotes health. CDC’s science helps promote policies that produce measurable improvements in public health outcomes and demonstrate cost effectiveness.

The Cloudburst/JSI team is able to provide products and services to address Domain 2: Stakeholder Engagement, Assessment, and Analysis. Domain 2 seat holders provide support to all centers and offices within CDC in the following technical areas: stakeholder engagement; strategy planning and execution; consortia development and support; assessment and analysis including policy analyses and policy environment assessments; and meeting planning, support and facilitation.

AHRQ National Resource Center for Health IT: Domain 2 – Health IT Technical Assistance, Content Development, Program Related Projects and Studies

AHRQ Health IT is a five-year IDIQ that supports AHRQ’s IT portfolio by maintaining, serving as, and supporting the National Resource Center (NRC) for health IT and its associated activities. It is used to develop and disseminate evidence about how health information technology can be used to improve the quality, safety, efficiency, and effectiveness of health care for all Americans. The Health IT Program’s three strategic focus areas include:

  1. Health IT to improve health care decision making;
  2. Health IT to support patient-centered care; and
  3. Health IT to improve the quality and safety of medication management.

Digital Square

Digital Square is a partnership of leading global digital health organizations from around the work funded by USAID and the Bill & Melinda Gates Foundation to strengthen digital health systems in emerging economies. The 40+ firms in the partnership co-invest in proven technology solutions—particularly OpenSource solutions—to maximize investment, take to scale global goods that can be adapted to different countries and contexts, and build the capacity of government, local technology experts, and health providers.

JSI services across the TECH@JSI spectrum span Health Information Systems, including building the interoperability layer between unconnected health systems to supporting global facility registries; data collection and management of key health information; arranging proven mobile health solutions; and open logistics management information solutions. This Indefinite-Delivery-Indefinite-Quantity (IDIQ) draws on JSI’s more than 30 years of experience working with HRSA, its bureaus, and programs. It provides a contracting mechanism to facilitate the production of high-priority, short-term evaluation studies, evaluation and information syntheses, policy and environmental assessments, and performance measurement tools and systems in support of various programs and divisions within the Health Resources and Services Administration (HRSA) under Category 1.

Maine Chronic Disease Program Support and Capacity Expansion Pre-Qualified Vendor List

Within Maine, the Division of Chronic Disease (DCD) provides essential public health programs related to a range of chronic diseases and across the spectrum from prevention to clinical supports and self-management. The DCD frequently administers federal grants, as well as funding from other state, federal and private sources.

JSI Services

This IDIQ pre-qualifies JSI to provide support to the DCD in two primary functions:

  • Strategic Planning: Consultant services for the facilitation and writing of strategic plans for the division as a whole and/or for individual programs.
  • Program Evaluation: May include small-scale consultation/assistance to state program staff in developing evaluation plans and designing tools; serving as external program evaluators for a full program evaluation. OASIS Unrestricted Pool 1

OASIS is an Indefinite Delivery Indefinite Quantity (IDIQ) contract that is a best in class USG contracting mechanism. The difference from a traditional IDIQ is that you have to bid a class of staff and everyone follows the prime’s structure- often different from USAID’s usual structure and requires following the prime. Any government agency can use it (not just USAID).

Substance Abuse and Mental Health Services Administration’s IDIQ for Technical Assistance and Training (Domain 4)

Available To: Health and Human Services/Substance Abuse and Mental Health Services Administration (SAMHSA)

SAMHSA, through its many programs and partnerships, works to improve understanding of mental and substance use disorders and effective treatments, promote emotional health, and prevent substance abuse and mental illness.

SAMHSA frequently provides access to technical assistance and training to its program grantees to support successful program implementation and enhance program outcomes. Technical assistance is most effective when it targets a specific need, is delivered by a content expert who has developed a collaborative relationship with the TA recipient, is delivered when the expertise is needed, and in a manner that is culturally appropriate and accessible.

SAMHSA’s strategic initiatives address trauma, support military families, improve access to culturally competent, high-quality care; develop community, peer, and family support; build information systems; and promote important messages about behavioral health.

As a selected contractor on Domain 4, Technical Assistance and Training, JSI is able to help SAMHSA staff to respond to national, state, territorial, tribal, and local programs to improve understanding of mental and substance use disorders and effective treatments, promote emotional health, and prevent substance abuse and mental illness.
