JSI provided grant-writing and project evaluation assistance to New Hampshire Partners in Service (NHPS) - an association of children's residential service providers. JSI wrote a successful application for foundation funding to support planning and related technical assistance for development and piloting of a strategic planning framework to support transformation of agencies that provide children's residential services in New Hampshire. This work built on and complemented related initiatives ongoing in New Hampshire by focusing specifically on strategic and business processes that existing residential service agencies must undergo to meet the challenges of systemic changes in the delivery and financing of services for high risk children and families.

The project successfully developed information and tools to assist NHPS provider organizations to strategically improve the quality and sustainability of services. The project was also successful at providing mechanisms for peer learning and networking with respect to meeting the challenges of a rapidly changing financial and regulatory environment.
