The use of emergency rooms for non-emergent and avoidable visits is a complex issue to solve. The Rhode Island Department of Human Services (RI DHS) and ACS Healthcare's Communities of Care (CoC) Initiative aimed to reduce the rate of non-emergent/avoidable use of ERs. The early stage of implementation of the CoC has demonstrated many successes and some challenges. The Communities of Care management team expressed interest in exploring the use of new and emerging technologies to address some of these challenges and to potentially enhance the initiative as it continues to evolve. JSI addressed three of these challenges: reach, retention, and engagement.
