In New Hampshire, JSI planned and implemented a two-day, two-part HSEEP-compliant functional exercise to evaluate performance of public health emergency response activities for Greater Sullivan County. The exercises focused on identifying strengths and areas for improvement related to two Department of Homeland Security Target Capabilities: Emergency Operations Management and Mass Prophylaxis.

JSI facilitated exercise planning committee meetings to develop exercise objectives, and a scenario to be used to meet these objectives. Exercise planning committee members included representatives from the county, the sheriff's department, the fire department, the regional public health network, and municipal health officers.

JSI also drafted exercise documents for use by players and evaluators; facilitated evaluator briefings; provided exercise controllers and evaluators; drafted an After Action Report (AAR); facilitated an After Action Conference and facilitated the development and finalization of an Improvement Plan.
