From 1996 to 2004, JSI provided technical assistance (TA) to the federal Maternal and Child Health Bureau's Community Integrated Service Systems (CISS) grantees who were mandated to increase collaboration with local maternal and child health partners. JSI's primary role was to provide qualitative and intuitive skills training and technical assistance to 61 state and local-level grantees distributed across 31 states. Working individually with each grantee to identify and fulfill its needs ensured that the assistance given fit with the public health and program activities of each state.

The TA helped grantees establish more comprehensive systems of care for mothers and children in a range of communities across the U.S. Additionally, JSI convened over 70 state meetings to address system building activities and needs with federal, state and local MCHB officials.
