JSI is providing support to the Capitation Payment Preparedness Program to support Federally Qualified Health Centers in readiness for an Alternative Payment Methodology.

The California Primary Care Association (CPCA) and the California Health Care Safety Net Institute (SNI), together with key support from the Center for Care Innovations (CCI), are building the Capitation Payment Preparedness Program (CP3). CP3 will provide training, technical assistance and practice transformation coaching to the Federally Qualified Health Centers (FQHCs) within the Alternative Payment Methodology (APM) demonstration pilot.

In order to build a quality technical assistance and training program, CP3 has engaged JSI and other subject matter experts (SMEs) to understand what strengths and areas for improvement the FQHCs within the pilot have in the following areas:

  • Leadership
  • Population health management
  • Capitation payment and financing
  • Data management and health information technology
  • Managed care
With assistance from SMEs, CP3 is creating a payment reform readiness checklist, or assessment tool. The goal of the checklist tool is to help sites assess FQHC organizational readiness to transition to an APM, and eventually to move towards value-based pay.

JSI will provide technical assistance and subject matter expertise on FQHC payment reform and the specific legislation developed to authorize a pilot in California to support the development of a payment reform readiness checklist and to serve as a resource to the CP3 Curriculum Design Work Group.
