JSI was engaged to assist in the design of a Center for Improving Value in Health Care for Colorado (CIVHC). Governor Bill Ritter issued an executive order establishing the Center in February 2008, charging the Executive Director of the Department of Health Care Policy and Financing (the Department), in collaboration with the Governor's Office of Policy and Initiatives, with defining the blueprint for CIVHC. The order established a steering committee of stakeholders to assist the Department in identifying the initial structure and scope for CIVHC.

JSI's work with the steering committee contributed to a report to the Governor outlining 1) the findings of the research, 2) priorities identified for quality improvement and cost containment, 3) recommendations for the structure of the Center, and 4) recommendations for any legislation needed to support the Center.
