JSI's Logistics Services group works with governments, donor agencies, nongovernmental organizations and private companies to ensure the availability of health supplies. We improve health program supply chain efficiency and effectiveness by strengthening systems, training people, developing policies and mobilizing financing for essential health commodities. General Instructions: Avian Influenza Depopulation, Decontamination, and Disposal Kit (3-D Kit) (PDF, 3.15 MB)

Download this publicationTo support the containment of and response to a highly pathogenic avian influenza outbreak in recipient countries throughout the globe, USAID maintains the Avian Influenza International Stockpile (AIIS). The stockpile contains personal protective equipment (PPE) kits, decontamination kits, and laboratory specimen collection kits.

USAID's new Depopulation, Decontamination, and Disposal Kit (3-D Kit) provides first responders with an emergency supply of the critical equipment needed to safely carry out an initial outbreak response to highly pathogenic avian influenza. To prevent the spread of the virus to humans and other susceptible species, the first responders will use the equipment to ensure biosecurity, while safely performing poultry depopulation, disposal and cleaning, and disinfection. These guidelines were developed by JSI's USAID | DELIVER PROJECT, Task Order 2, and bio-hazard response experts and include step-by-step instructions on how to use the 3-D and Surveillance Biosecurity Kits, based on the deployment approach outlined in USAID Decontamination Kit Review. In addition to step-by-step instructions, the guidelines include standard operating procedures (SOPs) and operational checklists for correctly deploying the kits. JSI/USAID | DELIVER PROJECT, 2008.

Decentralizing and Integrating Contraceptive Logistics Systems in Latin America and the Caribbean, With Lessons Learned from Asia and Africa (2,506 KB)

Nepal: Scaling Up an Integrated Health Logistics System (1,665 KB)

Download this publicationThis case study, developed as part of JSI's Best Practices in Scaling Up series, explores the implementation of an effective and sustainable integrated health logistics system. The paper delineates the steps used to design the integrated system, the training process, coordination and resource generation, and implementation. The logistics system now enables health staff nationwide to monitor drugs and supplies at each service delivery point and throughout the system to ensure that resources are used efficiently. Also included are highlights of what JSI staff learned along the way as scale up processes were implemented. Tool to Assess Site Readiness for Initiating Antiretroviral Therapy (ART) (PDF, 222 KB)

This tool is an innovative guide that can be used to evaluate at a site its level of the capacity, vision, and HIV activities and services that are required for the rational introduction and expansion of ART. The tool was created based upon JSI staff's experience in HIV clinical care programs in the U.S. and following DELIVER's logistics assessment of Zimbabwe's readiness to initiate and expand ARV therapy. It has since been tested in a number of countries and undergone multiple revisions based on feedback from users. Developed by JSI with support from the USAID-funded DELIVER Project, 2007.

Download this publication At the Istanbul Conference in 2001, participants identified strategies for increasing contraceptive security to ensure that clients can chose, obtain, and use the methods they need. Five years after Istanbul, this report documents the progress made in improving contraceptive security. It documents the lessons learned in increasing and diversifying contraceptive finance; understanding and expanding the total market; and working with the public, private, and NGO sectors to improve service delivery and product availability. Contraceptive Forecasting Accuracy: Trends and Determinants (PDF, 912 KB)

This study examines the accuracy of the contraceptive forecasts contained in the Contraceptive Procurement Table (CPT) database, which is maintained by JSI's DELIVER Project to evaluate the quality of the forecasting process, to assess the utility of the forecasts in procurement planning, and to monitor and evaluate project progress. One-year-ahead contraceptive forecasts for 50 clients from 19 countries for 1995 to 2003 are analyzed. Among others, the results indicate that the forecast accuracy has been improving over time, which is partly attributable to the improvement of the client's logistics management information system and the use of the PipeLine software for preparing the CPTs.
