JSI Report Reveals Progress on HIV in MA but Challenges Remain
JSI conducted a comprehensive study to understand the needs of people living with HIV (PLWH) in Massachusetts and southern New Hampshire for the Boston Public Health Commission and the MA Department of Public Health. JSI Study Highlights Suicide Increase among RI Youth
The RI Child Death Review Team, coordinated by JSI, conducts comprehensive reviews of deaths of children in order to identify ways in which similar deaths can be prevented. This Youth Suicide Issue Brief focuses on suicides of RI youth age 24 and younger between 2005-2010 and aims to serve as a resource for better prevention efforts in the states.

Developing the AHRQ Health IT Portfolio Annual Report
The Agency for Healthcare Research and Quality (AHRQ) Health Information Technology (IT) Portfolio, sponsors a variety of contracts, grants, and cooperative agreements that examine the impact of health IT implementation and use on health care outcomes. Producing a Social Media Toolkit for NMAC
JSI produced for the National Minority AIDS Council (NMAC) a toolkit introducing concepts underlying social media and how they have been used to promote healthy behaviors and community building. Assessing Minnesota MSM HIV Prevention Services
The Minnesota Department of Health contracted with JSI to learn more about the status of HIV prevention among its men who have sex with men (MSM) community. JSI conducted key informant interviews, focus groups, and an online survey to assess the current view of HIV and AIDS among members of the MSM community and to learn about their perceptions of existing HIV prevention services.

Many Community-Based Supply Chains Systems Informal and Inadequate
JSI recently completed a study 29 different international community-based distribution programs found that the majority of the programs have informal mechanisms and procedures for resupply and distribution of health commodities, and that the programs do not report key logistics data. JSI has produced an overview document that highlights key considerations for any supply chain functioning to the community level.

Private Delivery Care in Developing Countries: Trends and Determinants
JSI has examined trends in the growth of delivery care provided by private facilities and determinants of private sector use within the health care system. Results of the study show a significant trend toward privatization of delivery care, with considerable variation in the characteristics driving this increased use across countries. The results warn against making generalizations on the effects of privatization on maternal health use.

Approaches that Effectively Save Lives in Pakistan
Results from a project endline evaluation conducted in Pakistan showed an overall increase of 27% in births attended by skilled health providers—an approach that significantly reduces maternal and newborn mortality. The Pakistan Initiative for Mothers and Newborns (PAIMAN) also saw emergency c-sections increased by 40% in their target districts and antenatal check-ups during pregnancy increased 29% while postnatal care within 24 hours increased by 33%.

Peak Vista Access and Retention Study Final Report
Peak Vista Community Health Centers contracted with JSI to identify potential causes of and steps to reduce patient attrition (particularly within the Medicaid, State Children's Health Insurance Program and Medicaid payer groups). JSI also examined ways to create a more desirable payer mix and opportunities to make the current enrollment processes more efficient, thus increasing engagement with Peak Vista and retaining current users.

Enhancing Health Care Delivery to the Medically Underserved and Indigent of Nashville and Davidson County, Tennessee
JSI reviewed ways to meet the health care needs of the medically underserved and indigent citizens of the Nashville, Tennessee, area, and made recommendations to meet those needs more cost effectively. Studying Unintended Pregnancy in Boulder County, CO
This report presents the data on rates of unintended pregnancy/paternity among Boulder County residents aged 13-28, as well as other indicators of sexual risk-taking behaviors in Boulder County. The report also identifies factors associated with unintended pregnancy/paternity in Boulder County and describes best practices in primary and secondary prevention of unintended pregnancy/paternity.

Scaling-up Community-Based Management of Neonatal Infections in Nepal
This final report highlights the major outcome of the Morang Innovative Neonatal Intervention (MINI) project in Nepal. MINI was designed as a community-based learning project looking at scaling-up management of neonatal infections and was implemented in throughout the 65 Village Development Committees of the Morang District of Nepal.

Guiding HIV Prevention Services for Urban Hispanic/Latino MSM
The Colorado Department of Public Health and Environment contracted with JSI to conduct a formative evaluation to guide HIV prevention services for urban Hispanic/Latino men who have sex with men (MSM) in 2010. The final report uses community input to reveal the perceptions of Hispanic/Latino MSM on the current state of and suggestions for HIV prevention services in the Denver Metro area.

Assessing the Montgomery Cares Program
JSI was hired by the Montgomery County, MD DHHS to assess the management and governance structures of the Montgomery Cares Program. JSI conducted comprehensive interviews with the Montgomery Care Program's partners and other key stakeholders and reviewed best practices among similar, nationally recognized programs. JSI made recommendations on how the current governance and management structures could be improved.

Identifying Barriers to Financing and Procuring Contraceptives in Madagascar
The Health Policy Initiative and JSI's USAID|DELIVER project are working to develop a methodology for identifying operational policy barriers in the financing and procurement of family planning products. The projects selected Madagascar to pilot test this methodology. The report includes recommendations for addressing some of the identified challenges in Madagascar related to procurement and financing.

Assessing the Cost of the Antiretroviral Supply Chain in Zambia
USAID|DELIVER conducted an assessment of the cost of the antiretroviral supply chain in Zambia. The survey's overall objective was to cost the logistics systems that distribute the commodities for Zambia's antiretroviral therapy (ART) program using the Supply Chain Costing Tool developed by JSI. This report presents the findings of the research, as well as the implications from the results for Zambia's ART program.

Assessing the Impact of Changes in the Ryan White HIV/AIDS Program Legislation on Care and Treatment Services
In 2007, HRSA's HIV/AIDS Bureau (HAB) contracted with JSI to assess the implementation of the core medical services provision among nine Part A, B, and C grantees. Evaluating Vermont Smoking Cessation during Pregnancy Incentive Program
The Vermont Department of Health, Tobacco Control Program contracted with JSI to conduct quality assurance monitoring and evaluation of its pilot Smoking Cessation during Pregnancy incentive program, operating in two of the state's district offices. As part of the project, JSI activities consisted of site visits, key informant interviews, a literature review and analysis of the Pregnancy Smoking Cessation Program database.

Evaluating and Providing Vermont Medical Assistance for the Elderly
JSI, in collaboration with the American Society of Consultant
Pharmacists Foundation, evaluated the Vermont Medication Assistance
Services program, which is designed to address medication safety,
adherence and assistance for seniors living in unlicensed congregate
housing in Vermont. JSI developed a guide for resident service
coordinators, pharmacists and nurses to provide medication assistance
for seniors.

Evaluating the Impact on Access and Cost on Expansion of FQHC in Maine
The Maine Health Access Foundation (MeHAF) contracted with JSI
to perform an evaluation of the impact of recent Federally Qualified
Health Center (FQHC) expansion in the state of Maine. JSI performed
79 interviews with the six communities that received MeHAF support
and that received new federal funding, as well as interviews
with other experts in the state. In addition, JSI surveyed over
600 patients to understand how patients' access to health services
had been impacted by the availability of new services. The full
report is intended for the MeHAF board and staff to guide future
funding initiatives.

Assessing Liberia's Capacity to Contract for Health Services
JSI has been working with the Ministry of Health and Social Welfare
in Liberia to conduct a situational assessment of Liberia's capacity

and designed a contracting model for Liberia that will increase

Informing Adult Learners about Tobacco through Integrated Health Literacy Programs
JSI Research & Training Institute, Inc., collaborated with
adult education programs in New Hampshire to develop and field
test a series of tobacco education lessons for adult learners
in ABE and GED programs. For participating adult learners, evaluation
findings showed significant gains in understanding of secondhand
smoke exposure health effects and in knowledge of local smoking
cessation programs.

Assessing Nutrition and Physical Activity among Latino Students
JSI was funded by the Massachusetts Department of Education (DOE)
to conduct qualitative focus group research with Latino/a youth
in Massachusetts, ages 11-15 to determine the role of public
schools in improving eating habits and increasing their physical
activity. The results presented to the MA DOE will help with
the development of new policies concerning nutrition and physical
activity in schools.

Evaluating Massachusetts Cross-site Teen Pregnancy Prevention Program
Over the past several years, 18 community-based organizations
were funded to provide teen pregnancy prevention programs across
the state of Massachusetts. JSI has supported these programs
by providing technical assistance and training regarding logic
models, evaluation methods, and data analysis for site-specific
evaluations. The first evaluation report was completed in June
2008 for the data collected in 2006-2008.

Teen Pregnancy Prevention Program
Assessing the Western New York Health Care Safety Net
JSI was contracted by the Community Health Foundation of Western
and Central New York to conduct a community health needs assessment
of safety-net services for low-income children and their families
in eight counties in western New York. JSI provided recommendations
to the foundation in the areas of strengthening and growing the
safety net, improving access and quality, and reducing dependency
on emergency departments.

Developing BPHC HIV Services Consumer Satisfaction Survey Plan
JSI has been awarded a contract by the Boston Public Health Commission
to develop and administer a satisfaction survey of people living
with HIV (PLWH) who are consumers of Ryan White Part A-funded
services. The survey assessed satisfaction with the quality and
accessibility of services, as well as the role of these services
in PLWH's health care and quality of life. JSI presented the
survey results to the Boston EMA HIV Health Services Planning
Council in late May 2008.

Evaluating Vermont's Alzheimer's Disease Demonstration Grant to States Program
In Vermont more than 20% of the state's population will be over
the age of 65 by 2020, making it the second oldest state in the
nation and as such, disproportionately impacted by Alzheimer's
disease or a related disorder (ADRD). JSI performed an evaluation
of Vermont programs funded by the Administration on Aging's Alzheimer's
Disease Demonstration Grant to States to provide supportive,
educational and direct service interventions for caregivers of
people with ADRD.

Reviewing the Needs of Grandparent Caregivers in Dona Ana County, New Mexico
The Housing Authority of the City of Las Cruces, New Mexico and
the City of Las Cruces Senior Programs have begun to explore
the development of housing programs for the estimated 3,000 grandparents
raising grandchildren in Doña Ana County. As a first step
in that process, JSI conducted a comprehensive assessment of
the social service and housing needs of grandparents raising
grandchildren in the county. The results of the survey and the
needs assessment were presented to local government officials
and community service providers in February 2008.

Reporting on Healthcare-Associated Infections in the State of Massachusetts
JSI's Health Services prepared a report, Prevention
and Control of Healthcare-Associated Infections in Massachusetts,
for the State of Massachusetts on the prevention, monitoring
and cost of healthcare-associated infections (HAIs). JSI
coordinated the work of a multidisciplinary panel of experts
and 6 working groups charged with examining the problem of
HAIs and developing evidence-based recommendations for prevention,
surveillance and reporting. The report, released in August,
generated several mentions in the local and national press.

Examining the Zithromax® Supply Chain of the International Trachoma Initiative (ITI)
JSI has been analyzing the logistics and supply management efforts
for the International
Trachoma Initiative (ITI), which is working to eliminate
blinding trachoma. As part of this effort, JSI has produced new
studies on the existing Zithromax supply chain in
Nepal, Ethiopia, and Southern Sudan, in Uganda
JSI conducted an assessment of the National Trachoma Control
Program as they were planning to receive their first consignment
of donated Zithromax.

Assessing Nutrition and Physical Activity among Latino Students
In the spring of 2007, JSI was funded by the Massachusetts Department
of Education to conduct qualitative focus group research with
Latino/a youth in Massachusetts. The research assessed Latino/a
youth nutritional and physical activity habits and documented
suggestions from focus group participants for schools for improving
nutrition and physical activity. Results will be presented to
the MA DOE which will then review and potentially develop new
policies concerning nutrition and physical activity in schools.

Developing a Cancer Control Plan for Rhode Island
JSI worked with the Rhode Island Department of Health and the
Partnership to Reduce Cancer in RI to develop a State Comprehensive

of all organizations and individuals working to control cancer

Designing the New Hampshire Fit WIC Evaluation Plan
JSI's Community Health Institute (CHI) was contracted by the New
Hampshire Department of Health and Human Services, Nutrition
and Health Promotion Section to develop an evaluation plan for
the NH Fit Women, Infants and Children Program (WIC) to address
the emerging health issue of childhood overweight and obesity.
The Evaluation Plan provides an overview of the health risk of
inactivity and poor nutrition nationally and in NH, and recommendations

Primary Care Research in Models for Substance Abuse and Mental Health in the Elderly—PRISMe Study

primary health care settings. The study's findings are now being
widely used.

Making a Case for Quality: TRICARE Health Plan
TRICARE is one of the nation's largest health care plans, providing
comprehensive health coverage to nearly 2 million active duty
and retired members of the uniformed services. Sponsored by the
Department of Defense, through this project JSI adapted the Health
and Work Performance Questionnaire for use in a sample of active-duty
military personnel. This project aimed to help the Department
of Defense move to a prevention-based health system.

Vermont Governor's Commission on Healthy Aging
JSI worked with the state of Vermont to help design and implement
the Governor's new Commission on Healthy Aging, sponsored by
the National Governor's Association. Goals of the initiative
included establishing a new Commission on Healthy Aging, identifying
and treating older adults with depression, and collaborating
with the state to create a health education strategy that will
target rural older adults and their unique needs.

Maine Primary Care Safety Net Environmental Scan
JSI assisted the Maine Health Access Foundation (MeHAF) in conducting
an environmental scan of the primary health care safety net in
Maine. The goal was to provide MeHAF with additional information
about the range of health care providers that make up Maine's
primary care saftey net and help the Foundation target its resources
to strengthen and expand the safety net.

Russia Maternal and Child Health Initiative
The Russia Maternal and Child Health Initiative (MCHI)—and
it's predecessor, the Women and Infant's Health Project—have
worked to improve maternal and child health outcomes since 1999.
MCHI ultimately worked in 16 regions of the Russian Federation;
its innovative design helped regional and municipal government-supported
health facilities adopt internationally-recognized, client-centered,
evidence-based maternal and child health standards and practices
in multiple areas.

(BISHCA) contracted with JSI to help design and assess the health
care reform plan that would provide universal access to affordable
insurance, and improve quality and affordability through health
care system reform. JSI's analysis was used to set premiums for
the basic insurance policy and ensure that individuals across
income groups had access to coverage. The efforts of the JSI
team helped fashion Vermont's far-reaching health reform law.

Wyoming Electronic Health Record
JSI conducted an evaluation of Wyoming's health information technology
infrastructure, regional health information organizations (RHIOs),
and developed a plan for the state to build and sustain an electronic
health records (EHR) network for the Wyoming Healthcare Commission.
The results were incorporated into subsequent planning phases
and recommendations, including state legislation to fund and
provide support to the Wyoming Health Information Organization
(WyHIO), which has been incorporated.
