The Finance Unit Manager is responsible for the development and maintenance of PFSCM project systems and processes. He or she conducts appropriate financial analyses and manages the development of cost proposals. The Finance Unit Manager provides financial analysis and review of SCMS, VPP, GDF, and other PSFCM contracts. He or she provides financial leadership in determining strategic direction and aligns financial strategies. He or she protects and preserves the assets of the organization, and stimulates financially responsible behaviors across the organization. The Finance Manager balances capabilities, costs and service levels to conform to available funding and donor requirements
RESPONSIBILITIES
- Manage the annual or other periodic budgeting or re-budgeting process. Ensure that project budgets are appropriately developed and managed.

Work with MIS and Accounting Units to develop and monitor budget tracking systems for SCMS, VPP, GFF activities and other contracts. Develop reports and conduct financial analysis of expenditures against budgets for both internal and external clients and for presentation at meetings as appropriate.

Liaise with external clients on funding, budgets and financial management issues. Participate in financial negotiations with USAID and other donors.

Provide cost proposal responses to USAID Requests for Task Order Proposals and solicitations from other donors, and assist programmatic staff in their responses.

Manage Project and Organization expenditures through payment approval.

Develop Project-wide budgeting guidelines and other financial standard operating procedures as appropriate.

Supervise the Budget Officer in responding to budget requests, documenting cost assumptions, monitoring spending against budget, developing unit budgets and tracking unit expenditures, and providing financial support as appropriate.

Supervise the Country Program Finance Officer in monitoring country spending, and in ensuring administrative, contractual, and financial tracking management of the SCMS field offices.

Work with Deputy Director for Project Management to ensure that Project systems are properly maintained.

Manage the ACF and Surcharge cost structure for the SCMS Project
QUALIFICATIONS
- BA/BS degree or higher

Minimum of six years experience working with USAID-funded projects, preferably in budgeting and financial management

Strong knowledge of not-for-profit accounting, including balance sheets and income statements

Strong knowledge of US Government contracting procedures, regulations, policies, i.e. FAR, CFR, OMB Circulars

Strong spreadsheet and database skills

Strong analytical, written, computer and verbal skills required

Experience working overseas highly desirable.

Procurement experience highly desirable.
