Description:
The Country Program Finance Officer is responsible for ensuring administrative, contractual, and financial tracking management and procedures of the SCMS country programs. Under the direction of the SCMS Finance Manager, he or she will create managerial tracking systems and will coordinate with country teams to continuously monitor field office compliance. He or she will also liaise with USAID on country program financial monitoring, reporting, and cash flow analysis.
RESPONSIBILITIES
The responsibilities of the Country Program Finance Officer will include, but are not limited to:
- Where appropriate, work with OPS and FPS to:

Coordinate and standardize field office administrative and financial systems and procedures across partners.

Train field office staff in SCMS-specific administrative, financial, and contractual systems

Train country program teams in program monitoring systems
-
Work with FPS team to develop and maintain budget tracking systems, review subcontractor invoices, and review field office expenditure data.

Hold monthly meetings with PC/CPM teams to review budget status, review expenditures at the transactional level, and take or recommend actions as necessary.

Provide procedural guidance, training, and support to country teams regarding budget creation and monitoring, cash flow analysis, COP funding requests, and response to inquiries from USG/Missions.

Orion Data Entry (new project codes, modifying project code obligations)

Work with country program teams to develop standard or client-requested budgets and ensure timely submissions of country program budgets or activity budgets by the country program teams.

Provide support to country teams regarding the communication of financial issues with USAID/W and USG/Missions. Ensure country teams are providing regular updates to their clients.

Monitor the cash flow for individual country programs or activities and work with the Finance Manager/Budget Officer to incorporate this cash flow into the overall project financial picture.

Coordinate the Operations Unit response to requests from the field offices and FPS for assistance on budgeting, contractual, and accounting issues.

Monitor Task Order obligations for country programs and activities and support country teams as they reconcile Task Order obligations with funding for multiple COP years, Program Areas, and Activities.

Report to USAID/Washington on overall financial status of the SCMS country programs and work with USAID to develop appropriate obligations for the country program teams.

Provide budgeting and financial management support for non-SCMS and/or non-focus country programs and activities.

Manage ACF and Surcharge budgets:

Prepare quarterly ACF and surcharge reports

Present quarterly on status of ACF and surcharge to both SCMS senior management and USAID/W
-
Work with MIS to develop and update ACF/surcharge specific reports in Orion
QUALIFICATIONS
- Masters degree or Bachelors degree with 3 years financial experience
-
Experience working with USAID contracts and international projects
-
Fluency in English, including speaking, understanding, reading, and writing, with the ability to conduct business in English. Good communications skills required.

Strong analytical skills required.

International travel or work experience highly desirable.

Demonstrated advanced skills in Excel. Intermediate skills in Word, Access and Outlook or GroupWise.

Ability to work in a fast-paced team environment and to prioritize required.

Ability to pay attention to detail
