Job Title: Supply Chain Advisor Internship

Description:
The USAID | DELIVER PROJECT is an Indefinite Quantity Contract (IQC) managed by JSI and implemented with the support of a range of subcontractors. The IQC objective is to improve the availability of health commodities to clients in USAID-supported countries and programs. The work of the IQC is specified and carried out through individual task orders of which there are currently three:

  • Task Order 1 (TO1) strengthens integrated in-country supply chains, promotes improved regional and global commitment to, collaboration with, and financing for long-term contraceptive availability, and provides direct procurement services for a range of essential health commodities.
  • Task Order 2 (TO2) supports USAIDs Avian and Pandemic Influenza Preparedness and Response Unit by procuring commodities, establishing and operating a secure and reliable global distribution system for USAIDs Avian Influenza International Stockpile, and providing in-country technical assistance as requested.
  • Task Order 3 (TO3) supports the Presidents Malaria Initiative (PMI) by procuring and delivering malaria commodities, strengthening in-country supply chains, and strengthening international coordination and collaboration around the supply of malaria commodities.


The three key objectives of TO3 are:

  • Objective 1: Improve and expand USAIDs provision of malaria commodities to programs.
  • Objective 2: Strengthen in-country supply systems and capacity for management of malaria commodities.
  • Objective 3: Improve global supply and availability of malaria commodities.


The anticipated results at the end of the five-year project include: more readily available malaria commodities in PMI programs; improved national systems for logistics and pharmaceutical management; and a better coordinated global supply of high quality malaria commodities. In carrying out these objectives, the TO team supports the Presidents Malaria Initiative and USAID's global strategy

RESPONSIBILITIES

Ensuring the smooth importation and delivery of commodities procured by TO3 for PMI:

  • Providing guidance to country offices on clearance, storage and distribution considerations and options
  • Conducting freight, clearance and transport assessments in non-presence countries and work with partners to develop procedures to ensure the smooth procurement, arrival and flow of malaria commodities
  • Providing in-country support (typically non-presence countries) for clearance, storage and transportation for PMI funded commodities
  • Providing support for LN distribution campaigns including distribution planning, identifying and hiring required storage and transportation, and provide troubleshooting during campaigns
  • Preparing and review scopes of work for in-country clearance, storage and distribution services
  • Reviewing security procedures in place to ensure accountability of USAID commodities while in the custody of the project.


Providing technical assistance to in-country partners in the following areas:

  • Analyzing existing supply chains and designing improved supply chains, processes and procedures
  • Assessing and strengthening the design, layout, and operation of warehouses and distribution centers including physical design, material handling equipment, IT infrastructure, processes and procedures, and human resource requirements.
  • Analyzing inbound and outbound transportation options and costs and identifying options for improved service or reduced cost.
  • Analyzing and designing supply chain performance monitoring systems.
  • Providing support and recommendations to counterparts on how to secure commodities and assure greater accountability as they flow through the supply chain


Additional responsibilities include:

  • Participating in the development of country strategic and annual work plans with the country team.
  • Giving and attending country and technical debriefings.
  • Drafting technical assistance, technical, and progress reports for designated countries.
  • Conducting logistics training workshops and on-the-job training as needed.
  • Identify opportunities for supply chain innovation including the introduction of private sector best practices and scope to strengthen the use by public sector supply chains of private sector third party logistics providers or private sector business practices.

QUALIFICATIONS

Required:

  • Bachelors Degree and five or more years experience in supply chain management or pharmaceutical management
  • Three or more years experience working in public health supply chain management systems and/or private sector logistics in developing countries
  • Proficiency in French
  • A proven ability to work as part of a team and to be self-managing
  • Suitable computer skills with spread sheet and word processing and other software, preferably Microsoft Word and Excel
  • Proven track record that demonstrates leadership skills, project management, budget and resource management experience, and client relationship management capability
  • Demonstrated program management competency and effective communication skills in dealing with clients, vendors, partners, and other public health professionals
  • Excellent written and oral communication skills (French and English)


Preferred:

  • A masters degree in Public Health, Business Administration, Management Information Systems or a related discipline.
  • Knowledge in the field of health commodities or malaria a plus.
  • Experience conducting technical training sessions for professionals that incorporate adult learning theory and performance objectives. Overseas training experience a plus.
  • LN campaign micro-planning experience preferred.
  • Proficiency in Spanish and/or Portuguese.
  • USAID project experience.
