The Making Medical Injections Safer (MMIS) Project is seeking a full-time
Project Director. MMIS is a 5-year (ends September 2009) President's Emergency Plan for AIDS Relief (PEPFAR)-funded project that assists countries in Africa and the Caribbean to prevent medical transmission of HIV and hepatitis B and C viruses through injection safety and infection prevention and control.
The Project Director is based in Arlington, Virginia, and provides the technical and strategic leadership to the overall project which includes an Arlington, VA office, 11 field offices and a total staff of approximately 75. The Project Director serves as a technical leader on injection safety to other international organizations/partners, ensures that project objectives are met and proactively manages client relationships with USAID & CDC. S/he is supervised by the Director of the JSI/DC International Division.
RESPONSIBILITIES
Technical Leadership & Management
- Provides leadership to project team and counterparts on injection safety and infection prevention issues, program and policy implementation. Ensures the incorporation of injection safety, infection prevention and waste management priorities, innovations, and technical strategies into global, regional and national planning and ensures the technical integrity of the project.

Determines priorities for the technical work in conjunction with funders and central and field-based technical staff and determines resource allocations.

Develops and maintains relationships to improve advocacy and collaboration with global and regional partners involved in the prevention of medical transmission of HIV and other bloodborne pathogens, as well as identifies opportunities for incorporating injection safety into other PEPFAR-funded programs.

Advocates for the use of injection safety data to strengthen program implementation on national, regional and global levels.

Manages a diverse staff of approximately 75 based in the Arlington, VA office and 11 field offices.

Oversees development and timely achievement of all project deliverables.

Assures that technical products, evidence-based successes and lessons learned are disseminated.
Communications
- Maintains proactive communications with CDC and USAID U.S.-based offices, host country institutions, international organizations/partners, MMIS team members, subcontractors and others on issues related to the project.

Represents the project as spokesperson and negotiator to CDC/Atlanta, Country CDC offices, USAID/DC, USAID missions, Subcontractors, the Safe Injection Global Network (SIGN), WHO and other international organizations, and partners.

Prepares issues papers, technical documents, presentations and peer-reviewed articles on program strategies, findings and research results and website material. Represents the project at conferences, topic-specific working group, meetings and other events on issues related to the project.
QUALIFICATIONS
- Masters Degree required, Medical or Nursing degree desirable. Expertise in infection control, phlebotomy, or injection safety strongly preferred.

10-15 years managing and providing technical leadership to large complex international development projects with extensive field operations and subcontractors. Excellent management and execution skills (prioritizing, planning, organizing and follow through).

Field and programming experience in developing countries, especially in Africa, is highly desirable.

Experience managing client relationships with United States Agency for International Development (USAID) and/or US Centers for Disease Control and Prevention (CDC)-funded projects

A proven ability to work with team members of diverse backgrounds, foster an environment of teamwork, professional development and respect of diversity.

A participatory management style is desirable as well as strong skills in strategic thinking, consensus building, and conflict resolution.

Proven written and oral communication, active listening and presentation skills.

Proficiency in French strongly preferred.

Proficient use of MS Office package, specifically MSWord, Excel, and PowerPoint

Ability to travel up to 20% percent of the year.
