JSI Federal and State Contract Vehicles

Since 1978, JSI has provided high-quality public health management consulting, training, research, logistics, and technical support services to U.S. government agencies and other funders. JSI has been selected as a preferred contractor for a number of U.S. government contract vehicles, including GSA, IDIQ, and Indefinite Quantity Contract (IQC) vehicles to quickly satisfy funder needs (for other donors, please contact JSI directly). The benefits of using these contract vehicles are multiple:

AHRQ Accelerating Change and Transformation in Organizations and Networks (ACTION II)

ACTION II is a five-year task order contract model of practice-based implementation research funded by the Agency for Healthcare Research and Quality (AHRQ). It promotes and accelerates the development, implementation, dissemination, and sustainability of innovations in health care delivery to increase understanding of how to incorporate evidence-based improvements into routine practice to improve quality of care. The ACTION II network includes 17 large partnerships and more than 350 collaborating organizations that provide health care to an estimated 50 percent of the U.S. population.

AIDSTAR IQC - AIDS Support and Technical Assistance Resources Program

Available To: USAID/Washington and Missions
The AIDS Support and Technical Resources (AIDSTAR) mechanism is an indefinite quantity contract (IQC) managed out of the Office of HIV/AIDS in USAID's Bureau for Global Health. This is a five year contract (July 2007 - June 2012), with an overall ceiling price of $500 million, that promotes competitive bids. Through the AIDSTAR mechanism U.S. Government (USG) country teams, Missions, and other USG agencies working with contractors like JSI are provided with long- or short-term technical assistance in:

  • Implementing HIV/AIDS support in behavior change; clinical and community-based services; care for orphans and vulnerable children; monitoring and evaluation; and health systems strengthening
  • Coordinating scale-up and increase host country capacity to sustain HIV/AIDS initiatives
  • Conducting and overseeing data collection, analysis, and reporting activities
  • Documenting and disseminating successful innovative approaches and sustainable models; evidence-based best practices and lessons learned

CDC Technical Support in the Delivery of HIV, Viral Hepatitis, STD, and TB Prevention Programs

The purpose of this indefinite delivery, indefinite quantity (IDIQ) contract is to provide technical assistance (TA) to CDC, its grantees, and other partners in the delivery of HIV, viral hepatitis, STD, and TB prevention programs, care/support included in GAP, and related prevention services. In addition, TA will be provided to strengthen the capacity of governmental and nongovernmental/community infrastructure to support these program services; to assist in the implementation of systems to ensure the quality and integration of services (particularly HIV, viral hepatitis, STD, and TB) as well as linkages to treatment and care; and to support all aspects of program planning, implementation, and evaluation.

The GSA MOBIS contract is a Firm Fixed Price (FFP) and Labor Hour IQC with a base of five years and an option of another five years.

The MOBIS Schedule enables federal agencies and others to contract for fast and efficient delivery of services to help improve management and organizational effectiveness. Under this streamlined procurement vehicle, JSI provides consulting, facilitation, survey and program integration and project management services.

HRSA Category I: Evaluation of the Effectiveness of HRSA-Supported Activities

Available To: Health Resources and Services Administration (HRSA) and its Bureaus and Offices
This Indefinite-Delivery-Indefinite-Quantity (IDIQ) draws on JSI's more than 25 years of experience working with HRSA, its Bureaus, and its programs. It provides a contracting mechanism to facilitate the production of high-priority, short-term evaluation studies, evaluation and information syntheses, policy and environmental assessments, and performance measurement tools and systems in support of various programs and divisions within the Health Resources and Services Administration (HRSA) under Category 1.

Through this IDIQ, JSI provides HRSA and its Bureaus and Offices expertise in the design and implementation of program effectiveness and program evaluation studies to further HRSA's vision of providing optimal health care for all through assuring access to a comprehensive, culturally competent, and high quality system of health services.

Private Sector Program (PSP)

The Private Sector Program is a five-year Indefinite Quantity Contract (IQC) managed by USAID's Office of Population and Reproductive Health (PRH), Service Delivery Improvement Division (SDI). PSP activities promote private and particularly commercial sector strategies to expand service delivery and access to quality reproductive health and voluntary family planning, and other key health products in developing countries. Through PSP, USAID Missions are able to access the JSI Team's expertise and assistance in engaging the private sector in health.

Funding Requests

As an organization, JSI is deeply committed to improving the health of individuals and communities worldwide. Our focus is on achieving change in communities and in health systems by working in partnership with government agencies and local nongovernmental and civil society organizations. We are not, however, a funding organization and do not provide donations to other organizations. JSI receives funding from donors to carry out specific public health-related projects.
