Description

The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (2014-2019). AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree supports and advances implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.

RESPONSIBILITIES

AIDSFree is seeking an experienced Finance Director to serve as AIDSFree’s lead finance staff person in Lesotho and will work closely with the Chief of Party and the AIDSFree Lesotho and US based teams to ensure the program is managed and implemented effectively. S/he will provide support which includes, but is not limited to:

  • Oversee all aspects of the AIDSFree Lesotho program's financial operations, including grants management and monitoring.
  • Manage program startup functions related to finance, including but not limited to local registration, establishment of bank accounts, and leasing office space.
  • Recruit and supervise financial staff and foster a positive and results oriented work and team environment.
  • Develop approaches to contain costs, improve cost effectiveness and streamline financial management.
  • Monitor program expenditures and budgets and ensure timely and accurate financial reports are provided to the AIDSFree HQ team and to USAID.
  • Provide oversight of procurement of equipment and services.
  • Ensure project funds are used strictly in compliance with AIDSFree, JSI, and USAID procedures, rules, and regulations.
  • Assist the Country Director with daily program management as part of the senior management team.
  • Liaise with the AIDSFree US office team and keep them regularly informed of in country progress, challenges, and any proposed changes or variances in budgets or planning.

QUALIFICATIONS

  • Bachelor's degree and minimum of 8-10 years’ experience in accounting and/or financial management (PEPFAR funded project experience a plus).
  • Professional accounting qualification (CPA, CA, ACCA, CIMA) and/or a Master’s Degree in Business Administration a plus
  • At least 6 years of previous financial management experience with USAID funded projects
  • Strong understanding of US Government-funded project implementation and assistance and acquisition rules and regulations. Experience managing and monitoring grants on USAID projects highly desirable.
  • Financial management experience and skills including accounting, budgeting and financial analysis
  • Knowledge of Quickbooks or similar programs and Microsoft Office
  • Excellent English communications skills, both verbal and written
  • Demonstrated competence to assess priorities and manage a variety of activities and staff members in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Excellent team-work and team-building skills
