Description

JSI is a technical assistance and research organization that works to advance public health globally & U.S. The JSI Center for Health Information, M&E (CHIME) is a technical assistance, research, & knowledge group within JSI dedicated to improving the quality of health information and increasing evidence-based decision making in the health sector. The Center provides assistance & resources within JSI, governments & other health-focused organizations to strengthen collection and use of high-quality data to improve health program & system performance. We also coordinate JSI resources and experience in health information systems (HIS) plus monitoring, evaluation, research and learning (MERL) to ensure access to essential tools and techniques.

The Technical Advisor, Research, Monitoring and Evaluation (RM&E) is a technical assistance & management position that leads portfolio of research, evaluation, and analytics work, coordinates & supervises other technical & administrative team members related to specific assignments, advances technical quality and standards, supports Center new business & internal & external networking. The role involves both program/client-focused technical assistance & activities related to JSI technical assistance, Center operations & communication.

The Advisor works under the supervision of the Senior Technical Advisor or Director of CHIME to carry out a range of activities to support JSI projects and corporate teams. Within the CHIME team, the Advisor works with other Center staff to contribute to strengthening JSI’s work in RM&E, HIS, use of data for learning and adaptation. The Advisor should work proactively and independently to support the Center director and portfolio, working toward CHIME's strategic objectives. The Advisor works closely with JSI teams all over the world including USAID projects in the DC office, & other JSI Centers. This position is based in Rosslyn VA with ability to travel internationally about 30% of time.

RESPONSIBILITIES

Specific Responsibilities and Activities
  • Serve as an technical resource on RM&E approaches and methods for the Center and JSI projects and teams, including:
  • Align research and RM&E strategies with program implementation strategies and learning goals;
  • Design and implement process, program and impact evaluations (e.g. population-based, health facility, and other surveys; case studies; quasi-experimental design and mixed methods research);
  • Apply methods for systematic inquiry and situational analysis, including but not limited to literature reviews, theories of change and conceptual frameworks, development of evaluation questions, rationalizing evaluation processes, etc.
  • Provide guidance on sampling, survey, and questionnaire design for facility and household surveys;
  • Conduct diagnostics and analyses of quantitative data collected, provide guidance on how to present, interpret and infer from the results;
  • Conduct qualitative data collection and analysis or case study mixed methods analysis;
  • Develop and apply monitoring and evaluation tools and methods, both standard and innovative, and share experience among JSI projects.
  • Model and reinforce professional evaluation standards and practices in all RM&E work with external and internal clients.
  • Assist/lead in the design and implementation of implementation research, and disseminate RM&E results.
  • Carry out, oversee or provide a variety of RM&E activities and evaluation projects ensuring timely completion of the project and working to a high technical standard.
  • Support, conduct and manage fieldwork including IRB submission, selection and management of collaborators, consultants, and contractors; tool development; field team training and technical oversight; analysis and reporting.
  • Provide training where necessary to RM&E US-based and RME advisors on new practices and technologies appropriate for their projects.
  • Manage junior staff and in-country research partners and maintaining a high level of quality on key outputs from staff and partners.
  • Raise awareness of innovative and state-of-the-art RM&E methods, standards and quality.
  • Contribute to CHIME's work in maintaining strong, collaborative and supportive communication with the other JSI centers, working groups, centrally funding and bilateral projects.
  • Develop RM&E guidance, reports and publications of results.
  • Design and produce reports, journal articles, technical briefs, and presentations.


New Business Development
  • Contribute to and frequently lead the development of new business opportunities including new business capture, strategy conceptualization, technical writing, and proposal development/coordination, developing and pitching ideas to prospective funders, related to RM&E. Support other teams with providing RM&E strategy and technical support during proposal development.
  • Explore, develop and nurture ties with RM&E partner organizations and funders to expand JSI’s network of collaborators.
  • Assist in expanding and maintaining a network of consultants for inclusion in new business opportunities.


CHIME and JSI
  • Contribute to CHIME's work in maintaining strong, collaborative and supportive communication with the other JSI centers, working groups, and centrally funded and bilateral projects (i.e. information sharing meetings, listservs, etc.).
  • Maintain strong links to professional networks, RM&E partner organizations, and funders; represent JSI at networking events, conferences and other professional events.

QUALIFICATIONS

  • Advanced degree (MA/MS, PhD) in public health, demography, sociology, applied economics, econometrics, statistics, biostatistics, or related field.
  • A minimum of eight years of work experience in the RM&E or research in global health and population programs. M&E experience should relate to the use of measurement methods required for monitoring, evaluation or research in international public health programs in at least one of the following: household surveys, health facility assessments, routine data sources, operations research, qualitative research or routine health information systems.
  • Experience with primary data collection, data quality assurance, and analysis of quantitative and qualitative data.
  • Familiarity with the principles and current approaches to monitoring and evaluating global health and/or development programs, including fail fast/agile learning.
  • Skills and experience in the design of research and evaluation strategies and quantitative and/or qualitative data collection and analysis.
  • Skills and experience in managing and executing quantitative data collection and analysis, including survey sampling methods.
  • Experience in the design, conduct and analysis of research studies (quantitative and qualitative).
  • Experience in database design, development, management, and maintenance
  • Demonstrated experience in the field of reproductive health and family planning and/or supply chain desirable
  • Experience in operations research and/or implementation research highly desirable.
  • Experience in proposal development and new business operations.
  • Solid professional network around RM&E and ability to develop partnerships for JSI
  • Computer literacy with demonstrated use of statistical analysis (Stata preferred), and word processing, database and graphical/visualization software (Tableau or PowerBI) and qualitative data analysis software (Nvivo, AtlasTi, MAXQDA)
  • Strong experience in tool design, development, testing, and iteration/refinement with user input
  • Ability to contribute to both individual and institutional capacity-building efforts, including training, holding workshops and providing support and mentoring.
  • Ability to work independently and manage various projects on a daily basis with minimal supervision.
  • Excellent writing and communications skills in English, including demonstrated technical writing skills.
  • Ability to work effectively and harmoniously with others including client representatives, particularly in diverse cultural settings.
  • Ability to work effectively and harmoniously with people representing a wide range of personal and organizational cultures and based across multiple regions and organizations.
  • Excellent writing and communications skills in English, including demonstrated technical writing skills.
  • Authorization to work in the US required.


Desired:
  • Ability to work in a second language, particularly French, is highly desired.
  • Experience living or working overseas in a developing country.
