JSI Research & Training Institute, Inc.. (JSI) is seeking a Finance and Operations Officer to support two technical assistance projects for Ministry of Health in Guinea. The LMIS Support for Guinea project has provided support to create IMPACT teams (based on the Visibility and Analytics Network (VAN) model, a method and process for using supply chain data for operational decisions and for continuous improvement through a quality improvement approach).

The Finance and Operations Officer for Conakry, Guinea is a locally hired position responsible for all routine finance and operations activities for the project. S/he will work closely with the resident advisor and other project staff members in Guinea, as well as with finance/administration staff based in the home office. S/he will ensure that financial management and operations conform to JSI and project rules, policies and procedures. S/he is the primary point of contact for all project finance and administration matters.

This is a full-time position based in Guinea. JSI offers excellent benefits. The initial assignment will be for six months with possibility of extension. This is a local recruitment; the candidate must be resident and authorized to work in Guinea.

  • Prepare and manage in-country budgets and project finances.
  • Monitor project expenses through financial reports in QuickBooks and in Excel.
  • Prepare and submit monthly fund requests and other financial reports
  • Supervise/manage project expenses and local purchases
  • Coordinate financial matters and approvals with home office administration and with the resident advisor in country.
  • Ensure adherence to JSI and project finance/budget rules in all aspects of project finance and operations.
  • Serve as the primary contact for all finance and administration matters between the project office in Guinea and the home office in the USA.
  • Assure adherence to JSI’s standards for management and technical quality.
  • Participate in routine technical teleconference calls, team meetings and periodic team building exercises, and in close communication with the home office.
  • Coordinate with other in-country JSI projects to harmonize policies and procedures to the extent possible and to be able to describe JSI’s overall portfolio of activities in Guinea.
  • Perform other duties as assigned.


  • Bachelors degree in business/management, accounting or similar certificate/diploma. Advanced degree (Masters Degree or higher) in business is a plus
  • 5+ years’ experience in accounting, finance and/or management of projects funded by USAID and/or international NGOs
  • Experience and skills in QuickBooks
  • Knowledge of (or ability to grasp quickly) the JSI management and quality assurance systems
  • Strong preference for a candidate who is a team player, can take initiative, and demonstrates leadership in finance/administration
  • Ability to work comfortably in the MS Office package, specifically MSWord and Excel
  • Ability to work on multiple tasks concurrently and will minimal supervision
  • Excellent communication skills, oral and written, in English and in French
  • Attention to detail in all areas of work
