John Snow, Inc. (JSI) seeks a dynamic and highly experienced candidate for the above position for a USAID-funded HIV Prevention, Care and Treatment proposal, titled “Scaling-Up for Health for Everyone to Stop HIV/AIDS (SHESHA) in South Africa. The purpose of SHESHA is to reduce HIV mortality, morbidity and transmission, while strengthening the HIV care continuum at the community, primary health care and hospital level in the public and private sector in selected provinces and districts in South Africa. The project will also strengthen district, provincial and national health systems in support of improved HIV services. This project will implement evidence-based interventions to increase early initiation of ART, provide high quality services, ensure robust retention strategies to achieve epidemic control. Interventions include technical assistance, training, mentoring, and supportive supervision together with key system investments such as human resources, and laboratory and strategic information support.

Should JSI be the successful bidder, this will be a full-time position based in South Africa. The Chief of Party will be a local hire position reporting to the JSI home office Senior Advisor. The position will serve at provincial or district level depending on specific needs of the solicitation.


  • Provide overall technical and management leadership and financial oversight, including managing partner relations and ensuring technical and managerial excellence;
  • Represent the project to USAID, local government bodies and other key stakeholders, including PLHIV-focused CSOs and local NGOs as well as the private sector;
  • Engage routinely with the NDOH and other national stakeholders in order to identify changes in government policy and approaches which impact provincial and district level implementation;
  • Identify province and district level best practices and innovations and effectively disseminate them to leaders at the NDOH;
  • Develop and oversee implementation of a resource leveraging plan that will expand the reach of project activities and contribute to sustainability;
  • Foster an enabling environment that encourages development of HIV policies and regulations with national ministries and local stakeholders;
  • Lead the development and implementation of the project work plans and program evaluations;
  • Assure the quality and timeliness of evaluations, training curricula and reports and other deliverables;
  • Oversee all staff and administrative aspects of the project and maintain ongoing and regular communications with the JSI home office.


Masters degree or higher in public health, international development, business administration, social sciences, or a closely related field is an essential requirement; At least 15 years’ experience in designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries is an essential requirement. At least 5 years out of the 15 must have been spent in a position of COP or DCOP of a large development program of equivalent size and scope, based in the region; Experience in delivering services in HIV prevention, care and treatment to key, priority or marginalized populations, systems strengthening, capacity building, economic strengthening, quality improvement, policy development is an essential requirement; Demonstrable knowledge of USAID project management including USAID rules and regulation will be an added advantage; Demonstrable excellent leadership qualities and in-depth HIV technical and management expertise will be an added advantage; Demonstrated ability to develop and maintain effective working relationships with senior level government officials, donors, private for-profit and non-profit sectors will be an essential requirement; Demonstrable experience in interacting with host country governments and counterparts, and international donor agencies will be an added advantage; and fluency in English will be an essential requirement.
Preference will be given to candidates with South Africa experience.
