JSI is looking for a DHIS2 Advisor that can (a) provide high-level value-added guidance and active technical assistance to international health information systems projects in their development and implementation of DHIS2 and (b) providing technical leadership for JSI in the field of Health Information Systems (HIS).
The DHIS2 Advisor will work in partnership with project leads and in-country staff, and will be supported by other technical staff as necessary. Specific responsibilities include, but are not limited to, the following:
• Lead initial startup and design for DHIS 2 based HMIS in countries as needed, and provide ongoing support and guidance to in-country team:
o Facilitate requirements gathering and system design process with Ministry and other stakeholders
o Build and organize local development and implementation team
o Provide project management leadership and intensive support for first 6 months to one year of design and implementation process
o Build in-country capacity in DHIS 2 configuration, development and technical support
o Ongoinging mentoring and support
• Technical backstop for DATIM
o Develop DHIS2 based application for DHIS2/DATIM data exchange
o Document DATIM technical approaches for field staff
o Collaborate to solve problems with DATIM users
o Utilize programming skills to support DATIM data analysis
• Other DHIS 2 development, guidance, and organizational capacity building as needed. Illustrative examples of types of technical assistance that may be required include:
o Develop interoperability / data exchange between DHIS 2 and other systems
o Develop and customize DHIS2 instances to meet particular country or project needs
o Work with technical staff to facilitate DHIS2 installation and implementation by advising and supporting the national governments to standardize the roll-out process
o Support capacity building to develop and deploy DHIS2 based national electronic HISs like the Routine HIS (RHIS) or electronic disease surveillance systems.
o Support capacity building to enhance in-country understanding of JSI project staff and/or MOH staff on eHealth Architecture and the relevance of the DHIS2 based HIS within that architecture.
o Capacity building of the JSI field IT staff on the various deliverable the incumbent is responsible for the development/customization, e.g. the DSS, warehousing; as well as assisting in the development of patient-based data systems, particularly at the community level, using DHIS2 patient tracker application.
• Thought Leadership and Internal Capacity building
o Advise JSI Center and Project leadership on developments in use of technology in information systems
o Advise on ways and means to assure electronic data management standards including data confidentiality, data quality assurance, and data integrity
• Any other related activity that ATC would like the incumbent to carry out
- 5+ years of experience in the development and operations of robust Health Information Systems (preference for all five years of DHIS2 knowledge and practical experience) including specific work supporting DATIM
Advanced degree (MPH, MS, MIS, MA, other) in computer science, informatics, public health or related fields such as health systems or health information
Experienced in applying user-centered requirements processes (either with our JSI teams or country-level health and DHIS2 teams) to get the design of any customization or application right. And then test it in country and tweak it. And finally, leave behind local capacity to continue to customize and/or trouble shoot.
Experience developing web-based and/or mobile applications, web-oriented programming language (e.g. Java, Java Script), and Unix/Linux system management.
Expert in the use of database management systems (MS-Access and Visual Basic are vital, SQL language, SQL server or MySQL preferred) and in the operating environment of Microsoft XP or further upgrades.
Demonstrated ability to work effectively and harmoniously in cross-cultural settings with other project staff, host country counterparts, USAID, consultants, other donors and international organizations
Fluent English required, and preference for an additional language, either Amharic or French
- Willingness to travel to Ethiopia and other countries, mostly in Africa up to 25%
At least 5 years hands on experience provided technical assistance in country DHIS2 development, implementation, and scale; M&E and data quality assessments; and related areas, with a health or related international NGO or bilateral/multilateral organization, preferably in sub-Saharan Africa
Knowledge of other major information systems including eLMIS, ILSGateway, iHRIS and other financial information systems
Proficiency in word processing, spreadsheets, databases, statistical analysis software such as SPSS, SAS, STATA or EPI-Info
A team player but also able to work independently and to manage various projects on a daily basis with minimal supervision[/list]
